You might not have many hair follicles in that location of your skin, so unless you are a late bloomer only in that spot, it's not likely that you will ever have facial hair in that location.

It just happens sometimes, I'm afraid. I have a small spot on my face where hair doesn't grow as thickly as the other areas. So does my friend. It just sounds like you are unlucky that is in such a prominent place.
